🇪🇺 The EU Circular Economy Act (proposal expected Q3 2026)

The European Commission is expected to publish its Circular Economy Act proposal in Q3 2026, a pillar of the Clean Industrial Deal aiming to double the EU’s circular material use rate to 24% by 2030 (European Commission).

It governs products placed on the EU market regardless of where they are made — so a UK business exporting into the EU has direct exposure even though the UK is outside EU law.

If a consultancy brief covers export markets, EU circularity requirements belong in scope now, not once the text is final.

🇬🇧 England’s Circular Economy Growth Plan — still unpublished

England’s equivalent instrument, the Circular Economy Growth Plan, built on the Circular Economy Taskforce established in late 2024, remains unpublished as of July 2026 (GOV.UK / Defra).

Until it lands, the live UK compliance surface is what already exists — packaging EPR and the Plastic Packaging Tax — not the plan itself.

Independent consultants

Sole practitioners or small teams engaged for a defined piece of work — typically a business-model assessment or a design-for-circularity review — priced per project rather than as a retainer. Best fit where the scope is narrow and the business already has internal capacity to run implementation.

Circular economy consulting firms

Multi-disciplinary teams able to run assessment, design and supply-chain transformation as one continuous programme, usually with more cross-engagement benchmarking to draw on. Best fit where the work needs one accountable team coordinating procurement, product and sustainability functions together.

Platforms

Software for material-flow mapping and tracking the data a circular programme needs to report against — including packaging-composition data for pEPR. A platform does not replace strategy or design work; it is what a consultant, firm or in-house team uses to hold that data once the strategy exists.

How to choose between them

• • Is this a one-off project or a continuous programme? A single assessment suits an independent consultant; a four-stage assess/design/transform/measure programme (see our methodology above) usually suits a firm.
• • Does the provider describe the current UK compliance surface correctly — packaging EPR and the Plastic Packaging Tax as the obligations already in force, rather than treating the EU Circular Economy Act or England’s still-unpublished Circular Economy Growth Plan as if they were already law?
• • Can they name a specific methodology — for example, mapping your business against the five recognised circular business model archetypes — rather than generic sustainability language?
• • Do they distinguish design work (product, packaging) from supply-chain work (suppliers, reverse logistics), since these usually need different specialists even within one engagement?

What drives the cost estimate

Circular economy consultancy cost estimates are driven by scope, not by a standard day rate. Five factors move the number a consultancy will give you:

• • Breadth of scope — a single business-model assessment costs less than a full assess/design/transform/measure programme.
• • Supply chain complexity — the number of tiers, material types and jurisdictions involved, including EU market exposure once the EU Circular Economy Act proposal lands.
• • Data readiness — a business that already holds material-flow or packaging-composition data to the level pEPR reporting requires needs less discovery work than one starting from nothing.
• • Regulatory deadlines layered onto the scope — work timed against a fixed statutory date, such as the packaging EPR six-monthly return large producers must file by 1 October 2026 for the January–June data (Producer Responsibility Obligations (Packaging and Packaging Waste) Regulations 2024, SI 2024/1332, reg 35(2)(a)), is scoped and priced differently from open-ended design work.
• • Whether platform licensing is bundled in — some engagements fold an ongoing material-flow or compliance-tracking platform into the fee as a subscription; others procure the two separately.

We do not publish a specific price or day-rate figure on this page. Unlike the packaging EPR six-monthly reporting deadline above, which is set in a statutory instrument we can and do cite to the provision (SI 2024/1332, reg 35(2)(a)), no primary source publishes a standard rate for circular economy consultancy — it is genuinely scope-dependent, and a single figure here would mislead more than it would help.
